Designed to follow the existing hills and river causeway, the museum flows effortlessly through the site, like a fluid floating above and along the ground.
The museum program is organized into two levels: the Ground Hills and the Air Galleries. The Ground Hills level contains the main entrance and lobby, a 500-person auditorium, an events space, the Hills Exhibition Galleries (one of which is open to the public and one of which belongs to the museum exhibition), a gift shop, an administrative area, and service and storage facilities. The upper level contains the Permanent Exhibition (both indoor and outdoor), the Temporary Exhibition Galleries, the Education and Leisure Room, and a floating restaurant with southern river views.
